Breakfast with Civic Federation president

Laurence Msall, president of the Civic Federation, will present “Will the Financial Meltdown Lead to Higher Taxes or Unprecedented Reform In Illinois? A Government Watchdog’s Perspective” at Breakfast With the Experts, Thurs., Feb. 19, 7:45 a.m., Saint Xavier University, Butler Reception Room, 3700 W. 103rd St.
Is the current economic downturn likely to lead to more tax increases from the State of Illinois and local governments or will it lead to much-needed reform? Laurence Msall will review the financial challenges facing the State, Cook County, and City of Chicago from an independent perspective. Topics will include public employee pensions, deficits, and opportunities for reform. Msall will also discuss Illinois’ prospects under President Obama’s economic stimulus plan.
The Civic Federation was founded in 1894 as an independent, non-partisan tax policy and government research organization whose membership is comprised of business and professional leaders from a wide range of Chicago corporations, service firms and institutions.
Before joining the Civic Federation in 2002, Msall was the senior advisor for Economic Development for Illinois Gov. George Ryan. He played a key role in the creation and implementation of several major Illinois initiatives, including Illinois FIRST (Fund for Infrastructure, Roads, Schools and Transit), VentureTECH, EDGE Tax Credit, the expansion of Illinois Trade Offices, and the attraction of the Boeing Corporation.
Msall currently serves on the advisory board of the Chinatown Chamber of Commerce and is a member of Lambda Alpha, an international land economic society; the Economic Club of Chicago; the Chicago Civic Consulting Alliance; and the Blue Ribbon Commission on the future of public pensions in Illinois.

Breakfast With the Experts brings notable business, community and civic leaders to the south side to share their insights, experience and industry knowledge with local business people. The one-hour breakfasts are interactive and informative, and are designed to engage all participants through networking, keynote address, and question-and-answer period.
Cook County Sheriff Thomas Dart will be the speaker at the next Breakfast With the Experts, Thurs., Mar. 12. Sworn in as sheriff in 2006, Dart has a diverse and accomplished background in government and law enforcement. He began his career as Cook County’s assistant State’s Attorney, and moved to the Illinois General Assembly in 1991 to fill a vacancy in the State Senate. The following year he was elected to the Illinois House. Dart has received dozens of honors for his work in the legislature and law enforcement.
